The full report into the 2025 St Helena Election has been published today (13 November).

The report has been written by the Commonwealth Parliamentary Association British Islands and Mediterranean Region (CPA BIMR) Election Observation Mission.

The report contains 11 recommendations for St Helena, centred around strengthening the democratic processes.

The report builds on the preliminary statement released shortly after polling day, which described the election as calm, transparent, and professionally managed.

While the full report contains positive findings, it also provides detailed analysis and constructive recommendations to strengthen future electoral processes.

It highlights areas for improvement in voter participation, noting that only 56.6% of registered voters turned out and overall registration remains low, particularly among young people and the St Helenian diaspora. The Mission encourages broader civic education, more dynamic voter outreach and reforms to make registration easier and more inclusive.

The report also examines gaps in the legal framework, calling attention to outdated provisions and the absence of regulations on campaign finance, political parties, and alternative voting methods. It stresses the need for clearer rules on campaign conduct and improved transparency to ensure a level playing field.

Other sections review the electoral system, candidate eligibility, media environment, and accessibility for persons with disabilities and women. While praising the impartiality and professionalism of election officials, the Mission identifies practical barriers that should be addressed to enhance participation and uphold international standards.
