Uganda: Legislative Benchmarking Programme on Legal Aid

CPA UK hosted a virtual delegation of parliamentarians and officials from the Parliament of Uganda (July 11-15 July 2022) for a legislation benchmarking exercise focusing on legal aid provision.

CPA UK hosted a virtual delegation of parliamentarians and officials from the Parliament of Uganda for a legislation benchmarking exercise focusing on legal aid provision. 

The programme supported delegates’ upcoming legislative scrutiny work: A National Legal Aid Bill to regulate the provision of legal aid to indigent, marginalised and vulnerable people in Uganda is due to be considered in the Parliament of Uganda. 

Similar laws in the UK, such as the Legal Aid, Sentencing and Punishment of Offenders Act 2012, offered a starting point for comparative analysis with stakeholders including the Ministry of Justice, the Bar Council and the Law Centres Network.  

The programme offered opportunities to compare and contrast the legislative scrutiny process in both legislatures, with parliamentarians from both the UK and Ugandan Parliament sharing experience and good practice.
